Information on the Controlled Substance Education Requirement for DEA Registration

Sec. 1263 of the spending bill Congress passed in December 2022 requires controlled substance prescribers to complete 8 hours of one-time training on safe controlled substance prescribing as a condition of receiving or renewing a DEA registration. The statutory language was taken from a separate bill, titled the Medication Access and Training Expansion Act (or MATE Act).

The American Dental Association has prepared FAQs

To qualify, coursework must meet three criteria:

  • The course must be an approved topic.
    • The course must cover some aspect of the safe pharmacological management of dental pain and screening, brief intervention, and referral for appropriate treatment of patients with or at risk of developing opioid and other substance use disorders. The subject matter is broadly defined.
  • The course must be conducted through an approved medium.
    • The training may take the form of classroom situations, seminars at professional society meetings, electronic communications, or otherwise.
  • The course must be delivered by a designated training provider.
    • ADA CERP providers (including Marquette School of Dentistry), the ADA and the American Association of Oral and Maxillofacial Surgeons (AAOMS) are designated training providers. A full listing can be found here.
  • Current and upcoming courses
    • Marquette, in association with the Association for Continuing Dental Education, is offering 2 webinars before the end of June that cover the required topics. On May 22, there will be a 2-hour program “Appropriate Antibiotic and Analgesic Prescribing” and on June 29, there is a 1.5-hour course “Emergency Opioid Reversal for Dentists: Evidence-Based Strategies for When, Why and How.” Cost and registration information is available on the Marquette CE calendar.
    • The ADA offers a number of 1-hour webinars. These courses are free for ADA members; some are free for non-members as well.
    • The American Medical Association also has a number of free webinars on the subject.
  • Credit for dental school classes
    • If you graduated from dental school in the last five years, qualified coursework is also eligible. Depending upon your school and curriculum, it may not be a full 8 hours, but your school can provide a document for hours they can verify.
